Man, in my opinion, looks like the issue comes from a faulty RAM, when this happens the information is not correctly stored there, and if this happens during the installation or loading of windows, the results are similar to what you are describing, check them with the me test, it will tell you which one has the issue

If your not sure how to use memtest..you can watch this video.Download the iso image for creating a bootable cd.

you don't need special software to burn the iso image to a cd..in windows you can just right click on the iso image and choose burn iso.You need a working computer to do that.
